A question from a Western journalist about the possibility of the withdrawal of the Western army and response to him
If the West withdrew its armies and influence from all Muslim lands, would it lead to peace between Islam and the West as Sheikh Osama says?
In the name of Allah, the Most Gracious, the Most Merciful
I understand that you are pointing to the address of Sheikh Osama bin Laden- (May Allah protect and preserve him) that was directed to the Western people, which can be summarised in a sentence ‘Leave us alone we will leave you alone’
And in order to give you a convincing and complete answer for your general question, I have to divide it into 3 parts, each of which throw light on individual and important matters that come in line with your general question
I speak and from Allah is all guidance
First- Perhaps you will be astonished, if I tell you that the question that should be posed is: Is the withdrawal of the Western forces from the Islamic lands and their non interference in the matters of Muslims, is something possible or not? Allah the Almighty has cleared the question by His grace and mercy, and has spared us the trouble of searching, analysing and reflecting over the happenings. Allah the Almighty has told us in His book, that this, will not happen, and that the people of Islam must know this as a true fact, so listen and read if you wish, the saying of the One from who nothing hides in the heavens and the earth,
“Never will the Jews or the Christians be satisfied with thee unless thou follow their form of religion. Say: "The Guidance of Allah,-that is the (only) Guidance." Wert thou to follow their desires after the knowledge which hath reached thee, then wouldst thou find neither Protector nor helper against Allah.” (Surah Baqra, Verse 120).
“And whatever ye spend in charity or devotion, be sure Allah knows it all. But the wrong-doers have no helpers” (Surah Baqra, Verse 270)
“They but wish that ye should reject Faith, as they do, and thus be on the same footing (as they): But take not friends from their ranks until they flee in the way of Allah (From what is forbidden). But if they turn renegades, seize them and slay them wherever ye find them; and (in any case) take no friends or helpers from their ranks” (Surah Nisaa, Verse 89)
“If they were to get the better of you, they would behave to you as enemies, and stretch forth their hands and their tongues against you for evil: and they desire that ye should reject the Truth.” (Surah Mumtahanah, Verse 2)
So whoever reads these verses and then thinks that the West will leave us and our issues alone, is one whose mind and eyes have been blinded by Allah, this does not mean that there will be no apparent withdrawal from here and there, but it will be followed by a veiled occupation. Similarly there will be promises once in a while, of stopping interference in the matters of Muslims, but no sooner will these promises be breached with interference more dangerous but with a new dress, and Allah the almighty has warned us against the danger of hanging by the truces and promises of the Christians and Jews
“How (can there be such a league), seeing that if they get an advantage over you, they respect not in you the ties either of kinship or of covenant? With (fair words from) their mouths they entice you, but their hearts are averse from you; and most of them are rebellious and wicked.” (Surah Taubah, Verse

Ok if that’s the matter, then why did sheikh Osama bin laden propose the peace truce with the West, in the first place? I told him, there are several reasons for that, the most important from these are
1- Adhering to a Shariah principle that is popularly known with us as “Acquittal of burden” (Tabria’h az Zimmah), that is, that you inform the enemy of the consequences of his stupid actions and policies so that one does not say, why did you opt for fighting without giving us a chance of listening to your wants?
“When some of them said: "Why do ye preach to a people whom Allah will destroy or visit with a terrible punishment?"- said the preachers:" To discharge our duty to your Lord, and perchance they may fear Him." (Surah Al Araf, Verse 164)
2- Making the Western people and its media conscious, that what is happening to them is due to the violent war that has been waged by their leaders and their rulers on Islam and its people, and that if they wanted to really live in peace and harmony then they must address their rulers to stop attacking the Muslims.
3- Sheikh Bin Laden (may Allah preserve him), knows how to address people at the levels of their minds, for it is not wise to turn to Sharia principles while talking about truces, or enter into details of not interfering in the matters of Muslims, with the general public of the West who have no knowledge of the Islamic Sharia, or with what our Lord has told us concerning your enmity towards us, and that their history is full of violation of truces. Every happening has its own talk. Our Sheikh wanted to present to them (The West) the problem, that seemed twisted and solution less, in a very simple fashion, that can be understood by the young before the old, so he said, “Leave us alone and we will leave you alone”, and if the call receives a response from the Western countries then the matter will reach the stage of explanation, and this leads us to the second part of your question
Secondly, what if the Western leaders tell our Sheikh Bin Laden (May Allah preserve him), we have accepted your call, then what is expected from us now, to achieve peace between you and us? Then here begins the stage of explanation and teaching lessons to the West. Then, the West will know that Sheikh Bin Laden and all the symbols (Leaders) of jihad (may Allah preserve them all), and all the soldiers following them, from the people of monotheism and sincerity, do not conclude a matter except with what goes along with the Book (Quran) and the Sunnah, and they do not cut a branch or leave it standing except by the order of Allah, and they do not know half solutions. They will know then that those who speak to them from the symbols of jihad will not speak to them from the point of sharing a political operation, or from the basis of turning their lands U.S. friendly in return for some meagre dollars or will employ the methodology of betrayal of Hamas or raise the banner “people of Mecca are more knowledgeable about its people”. On the contrary, they will talk to them in the same manner in which Rabi bin Amir (May Allah be pleased with him), talked to Rustum, the commander of Persians. Then the West will know that peace in Islam is not surrender as the West wants us to understand. They will understand that any treaty with them will be according to the Sharia, and though this isn’t the place of elaborating on the conditions of framing treaties with non Muslims I will mention some important factors. The treaty can not continue for more than 10 years, and it is not permissible for the West to keep even a single Muslim captive, as it is necessary for every prisoner to be released, and at their head, the patient and Mujahid Sheikh Omar Abdur Rahman, (may Allah hasten his release). And let the West know that the period of treaty is only a period of preparation and not a period of sleep, and that the treaty can be breached any time and the West will be informed of it. The West will then know that the era of harassing our pure and chaste sisters and removing their veils and taunting and blaming them is over with no return (by the will of Allah) and the West will know that if a Muslim sister screams in Paris or in Siberia and says “Wa Islamah or Wa Osamah” then the sun won’t set that day except with the victory of the army of Allah, by His power and will. The West will know that not interfering in the matters of Muslims does not restrict to withdrawal from armed conflict, instead it means non interference from near or far, in the economical, educational, agricultural and social life. And the West will know that our infants will learn the Aqeedah of Walaa and Baraa after it has been suppressed and the obligation of Jihad after it had been hidden. There is no doubt that you agree with me that some of these matters, if not all of them, will not receive audience in the West and the West will find it quiet difficult to digest, and that is why the lands of Muslims will not become free, and at the foremost Palestine, except at the bodies and skulls of the pure and believing soldiers of Allah and this brings us to the 3rd part of your question
Thirdly, let us assume, just for the sake of argument, that the West surprises us by accepting all our conditions and withdraws from the lands of Muslims and stops interfering in their matters, then the question here is, what will be the constituents and the hallmarks of the period following it? I say the reply for this is far simpler- for if what not a human or stone perceive, happens; then the most that will happen will be that defensive Jihad will have succeeded in its cause and will come to an end, and immediately preparation for offensive Jihad would start. For Allah the Almighty has specialised this Ummah with the honour of raising the word of monotheism (Tawheed) and implementing (Tahkeem) the law (Shariah) of Allah on earth, and Allah has ordered us to fight until He is worshipped alone on earth and the religion is completely for Allah
“And fight them on until there is no more tumult or oppression, and there prevail justice and faith in Allah altogether and everywhere; but if they cease, verily Allah doth see all that they do.” (Surah Al Anfal, Verse 39)
And Sheikh al Islam, Ibn At Taymiyyah (may Allah have mercy on him) said, if the religion is some for Allah and some for other than Allah, the fighting should continue until the religion is completely for Allah, his saying ends, may Allah have mercy on him.
